How to add user via command line?

I hope this question is not too much for this forum. I have a VPS Package 1 (no WHM cPanel). I need to add a user via command line with the following options:

1. assign domain to the user
2. assign username and password to the user
3. specify the resources the user can use (bandwidth and disk space)
4. allow user to access to his own directory in the home directory
5. allow user to upload files to his own directory
6. allow user to create its own database
7. and other basic processes WHM is automating

A tutorial link will be graetly appreciated.

Never mind. I am now using Mebmin to manage users. Finally, I am now up and running without the cPanel. http://mathalino.net
