Accounts Setup Automation and FREE Website Templates

Is there a way to setup the accounts automatically? Or let my client to setup their own account?

About the FREE Website Templates, if one of my client decide to host his website somewhere, can he continue to use the existing web pages (build on top of the free template) or does he need to build a new one?

I think the O/P was asking if there was a way in which Joe Public could fill in a form and an account is set up automatically without server/webspace owner having to do anything in cpanel.

You could use WHMCS (http://www.whmcs.com/hostgator/)

If (s)he is using one of HGs templates, then he can only use the template on a hostgator server.
