what does 99.9% update time mean? how is this determined? should the server/service fail to keep that uptime guarantee, how does one get a refund or whatever?

If we fail to meet that we give a refund for the month.

Failing to meet it means couple hour downtime and you need to email us to get it.

It's just basic math. There are 365 days a year and 24 hours in a day. So in a typical year (excluding leap years):

365 days/yr x 24 hr/day = 8760 hrs/yr

So 99.9% of 8760 = 8751.24 hours of uptime. In other words,
8760 hrs - 8751.24 hrs = 8.76 hrs of total downtime per year to keep braggin rights of 99.9% reliability. Don't forget, 0.76 hrs is approximately 3/4 of an hour, or 45 minutes. That's 8 hrs 45 minutes in all. Hope that helps.

Then that would mean there's only a leeway of 45min's/mo to keep that 99.9%. Fortunately, in the year I've been here, I've only seen that happen twice and they were due to major events (like the datacenter fire). Most downtimes are only a couple min's tops.

Hmmmmm wonder what it would be if you figured it just 99.9% monthly... would it be the same?

Yup, looks like it's the same. It's actually a little less than 45 min's, but oh well.

Here's something to cook your noodles. If you calculate on an Monday thru Friday 8am - 5pm basis, the outage time becomes even smaller, something slightly over 2 hr per year! I'll let you do the math. That's for really critical operations, of course. Real high end datacenters aim for 99.999% uptime these days, but 99.9% is plenty fine for HostGator.com
